In order to be eligible for Best Practice Status, the best practice should fulfil the following CRITERIA:
- Relevance: has solved an important problem for the community;
- Impact: had practical and clearly identifiable results;
- Efficiency: had good results/costs ratio;
- Community participation: has involved citizens; has been implemented in partnership with local stakeholders;
- Replicability: has the possibility to be implemented also in other communities
- Internal resources mobilisation: has been implemented with a high proportion of resources (human, financial, material or other assets) belonging to the local community
- Innovation: has provided a new approach to the problem addressed;
- Local initiative: has been initiated by the local authority or by local stakeholders.
Besides the innovative practice, the LPA have to prove excellence in one of the three themes, by fulfilling the criteria and confirm their willingness to disseminate their best practice to other local authorities.
The applications should be submitted exclusively by persons who are authorized to represent the local public authority.
