Best Practice Programme launches competition for best projects

All 898 local authorities from Moldova can participate in the competition of best projects in locality development and villager life quality's improvement. The statement was made by national coordinator of the Best Practice Program for Local Authorities in Moldova (BPP) Olesea Cruc.

She said projects must refer to the government quality; strategic management of local communities; and local economic development. The competition does not limit primarias in the number of applied projects. Actions applying for the competition must have been conducted during 2008-2010 and must be submitted by November 19. The 6 best primarias will obtain the status of the Most Efficient Primaria and also a computer which will be handed at the National Award Ceremony in February 2011.

The Best Practice Program is conducted in Moldova for the 4rth year. About 200 primarias participated in the program. Mayor of the village of Selemet, chairperson of the local authority congress Tatiana Badan said these projects not only improved the villagers' life, but also promoted the local authority leaders' image. "This is a unique program for Moldova; it encourages local authorities and civil society for more active development of localities. The Government must adopt it and implement it at the national level", Badan said.

Deputy Minister of Construction and Regional Development Veaceslav Gututui said the program helps the state in achieving purpose of the regions' proportional development. He said the Government created for this purpose the National Fund for Regional Development that provides 500 million lei for financing 56 projects during 2010-2012.

"We are also helped by the German Agency for Technical Cooperation that provided 14 million lei and the British Government that assigned 28 million lei", Gututui said.

Council of Europe in Moldova expert, also former mayor of a locality in Great Britain, Owen Masters  said local authorities are the most important in the state institution system. "They are closer to citizens and know better how to solve their problems", he said.

Owen Masters called on Moldova's primarias to participate in the competition and to actively involve local communities in the project realization.

The program is financed by the Council of Europe for the 4th year.
