Public Ethics Benchmarking and Improvement Programme which is being jointly organised by the Directorate of Democratic Institutions of the Council of Europe, with the financial support of the Council of Europe, European Commission and Swedish International Development Co-operation Agency.

The tool comprises a European Score Card and a methodology   organised with the objective of self-assessments and reviews by trained peers.

The Guidance on Public Ethics Initiatives for Public Authorities in Moldova and Moldovan Score Card were examined and adopted on the occasion of two meetings of the Steering Group (6-7 March 2007  and 15 may 2008). The Guidance was published in Romanian language and distributed towards all Moldovan local authorities. Also, a model Code of Conduct was prepared and distributed towards interested local authorities.
